Buffalo Mountain Leisure Specific Economic Zone, Vientiane, Laos

Buffalo Mountain is located 1 hours drive on the northern highway from Vientiane city heading towards the mountains of Luang Prabang. In the early 1970s, the whole region was dammed to create a natural man-made lake for hydro power electricity. The area of the waterbody is approximately 450sq km which makes it about 2/3 the size of Singapore. Buffalo Mountain enjoys a special 3,000 Ha leisure concession whereby the developer owns a monopoly concession for gaming for the next 25 years. Positioned like a Genting Highlands Resort but where each sub-parcel could potentially have a gaming component, the Master Plan provides a robust and comprehensive all round experience that provides families and regional tourists many alternatives to gambling.

 

RLCA worked with Malaysian planners AJC Consultants to create 4 distinct precincts within the whole zone and conserving nature wherever possible to balance between development and biodiversity. The precincts include the Gateway, Town Centre, Harbour and Island zones, taking advantage of views of both shores to fork out on both sides of the lake with unique destinations and activities. Some of these include the Theme Park, Cultural Village & Homestay, Golf Course and Housing Development, The Valley, Harbour Town, Water Village, Island Villas, Fish Gardens, Eco & Nature Walks & Trails, Resort & Boutique Hotels, Tea Plantation, Equestrian, Worker's Housing, Tram Stops, Bus Park, Information Centre

Bandar  Nusajaya,  Central  Planning  Area  (CPA)

Located in the  much talked  about Iskandar  area of the  SJER (Southern Johor  Economic  Region), the  Central  Planning Area  (CPA) is the  very heart of  the new city of Bandar Nusajaya, surrounded by the larger 22,000 acre multi-zoned district which includes  institutional, industrial, residential and educational facilities.

 

The Central Area is planned as a highly  walk-able and live-able city supported by major infrastructure and transportation modes including  train network, light rail network, tramway, busway, walkways and bicyle-ways. Based on a TOD  (transit oriented system) organization plan, the CPA combines Work, Live, Play, Learn components  and become the very focal centre point and catalyst that will bring together all sectors surrounding it. 

 

Located within it will be a life sciences Hub, Carnegie Mellon university campus, creative industries,  R&D business parks, museum walk, commercial centre, waterside and marina housing, recreational  lake cum reservoir, mixed-use residential / office / retail zones, hotel and iconic development zone. A  green corridor running through the whole spine of the CPA is aligned with the kiblat axis and linking a  visual axis to the south with the new Johor State Admin Centre (JSNAC )
