313 Vientiane Nelamit @ Dongphosy Specific Economic Zone (53 Ha) in Vientiane, Laos

Dongphosy Specific Economic Zone (DSEZ), commercially known as “313 or Vientiane Nelamit” is a 53.9 hectares development project of UPL Lao (Universal Pacific Limited Lao). UPL Lao is the sole holding company for the Vientiane Nelamit for a concession period of 50 plus 40 years in partnership with the Lao government and is the nation’s first Boutique Commercial Duty Free Zone. The project components planned include an Electronic Gamin Centre, Duty Free Shopping, International Class Hospital, Shopping Mall, Hypermarket, Trade Expo, Hospitality and Residential.

313 site lies immediately adjacent to the Vientiane Thanaleng station where the High Speed Rail from Yunnan, Kunming comes directly through Lao PDR, converting it from a land locked country into Land Free country. From Kunming, the HSR travels through Boten in the north, Luang Prabang in the centre and finally into Vientiane next to 313 before crossing the border into Thailand, Malaysia and Singapore. Earmarked as a 1 Belt 1 Road project, naturally it attracts many Chinese congolomerates to set up here to take advantage of the special low tax regime provided by Dongphosy. 

RLCA's role here was to review the entire Master Plan Programming and Mixed-Use components; Plot Density, Traffic Access, Roadways, Infrastructure, Services layout and in tandem with Egoreal, to review the overall Development Mix and Viability of the sub-plots and sub-development sites for current and future development.

Vientiane Eco City @ Long Thanh Specific Economic Zone (500 Ha) in Vientiane, Laos

Right adjacent to the Dongphosy Specific Economic Zone (DSEZ) above is another specific economic zone called the Long Thanh Specific Economic Zone owned by the Vietnamese group Long Thanh Developments. Earmarked as a sub-commercial, residential and leisure based zone, it strives to play a supporting role to the Dongphosy Zone by harmonizing and making the two developments coherent in their components. Where Dongphosy provides a thriving mid-density to high-density commercial free tax environment upon which corporations can build a business base next to the High Speed Rail from China, Long Thanh provides a backdrop of low scale developments including Secondary Business District in support of Dongphosy, Landed Embassy Housing, Good Class Bungalow Housing, Waterside Housing, Retirement Village, Data Centres, Community Centre Resort Hospitality, Educational & Institutional Centres, Medical, Wellness, R&D and finally,Medium Density Housing for supporting class workers whom are working in Dongphosy.
