RAYMOND LEE CHEN CHIAN

Totaling more than 32 years of working experience in the Real Estate Sector, Raymond combines real estate flair with professional practice with strong working knowledge of retail and mixed-use developments with projects ranging from Town Planning to Mixed-Use developments, especially retail, commercial, hospitality, residential and institutional projects. Whether in master planning, architectural design or interior design, Raymond brings a level of passion, commitment and focus to mixed-use developments across Asia to the Middle East. 

Raymond blends a unique mix of design solutions to create innovative developments that generate higher returns on invested capital and has not only practised as an Architect but has held positions with Multi-Disciplinary Consultant Corporation, Real Estate Developer, major Construction Corporation in the past. Some of his previous appointments and engagements include:

Mr David Liu was a former URA Planner (1989 to 1996), and former Vice President of CPG Consultants and SURBANA International Consultants. His professional practice and career span over 27 years in city planning, township master planning and property development, including 7 years in the URA, 4 years in M/s Lee Rubber Group (Singapore Engineers Pte Ltd), 10 years in international consultancy services.

 

In the past 5 years from 2013 to 2017, he worked for the GOI Group of Companies, leading a 240 ha ‘GOI Leisure World’ tourist destination development, comprising hotels, serviced-apartments, integrated resort, ropeway cable car, leisure and recreational facilities etc), in Yangshuo Guilin, Guangxi, China.

 

He is amongst a very few of city planners and planning specialists with a comprehensive skill-sets, from leading multi-disciplinary teams of consultants for city planning projects, to implementation of specific development projects; and managing of businesses within the GOI Group (with business interests in investment, resource management, land development). 

 

His comprehensive skill-sets, practical experience in diverse and complex projects and real estate development businesses in APAC countries, and creativity, enable him to value-add and provide good and practical solutions needed in land and building development projects. Confident, warm, attentive to others, friendly, adaptive, participating, self-reliance, analytical, assertive, disciplined and organised, are words common used to describe his personality. Some of his earlier capacities include:

CEO at Tribeca Enterprise Pte Ltd (TE) (Feb to Dec 2012) ‘Thai Hoa Rubber Holdings Ltd’, the third largest rubber plantation company in the Kingdom of Thailand, to convert a 400 ha rubber estate into a tyre-manufacturing hub in Rayong, Thailand, where he had to oversee the industrial park master plan redrawn to suit prospective investors’ requirements.

Director & Vice President (Urban Planning) with CPG and SURBANA  where his Key Responsibilities include:


• At SURBANA, established the International Planning Unit within the first year (2008) and generated record business revenue in the first year. The record revenue exceeded five (5) million dollars. Accumulative business revenue by 2nd FY was over eight (8) million dollars.
• Collaborated with Changi Airport Group and secured new business in Mauritius for a “Airport City” mixed use development project.
• At CPG, broke into new markets and completed various projects in countries such as Astana, Kazakhstan; Jeolla Nam Do, South Korea; Macau; Bangalore, India; Gwadar, Pakistan; Um Al Quin, UAE; Hanoi & HCM, Vietnam; Bekasi, Indonesia; Vientiane, Laos; and Beijing, Shanghai, Hebei, Hainan, China.
